New Mexico has a complex gambling history. When the Indian Gaming Regulatory Act was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Native casino bandwagon. Politics guaranteed that wouldn’t be the situation.
The New Mexico governor Bruce King announced a panel in Nineteen Ninety to create a compact with New Mexico Indian tribes. When the panel arrived at an accord with 2 prominent local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that American Indian wagering in New Mexico was a certainty. But when the new Governor signed the compact with the Amerindian bands, anti-gambling groups were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full compact between the State of New Mexico and its Native bands. 10 years had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.
The non-profit Bingo business has increased from 1999. In that year, New Mexico not for profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Non-profit Bingo revenues have increased constantly since then. 2005 witnessed the largest year, with $1,233,289 grossed by the owners.
Bingo is apparently favored in New Mexico. All types of owners try for a piece of the action. Hopefully, the politicians are through batting over gaming as a key issue like they did back in the 90’s. That is most likely wishful thinking.
